Bill Shaddock is the founding partner of the Shaddock Law Firm, and is an attorney admitted to practice law since 1977. He received his B.B.A. in Finance from Texas Christian University in 1973, and his M.B.A. in Real Estate from Southern Methodist University in 1974. Mr. Shaddock then went on to earn his J.D. from Baylor University School of Law, during which time he attended a Summer Law Study Program at Oxford University, in Oxford, England, and completed a clerkship at the U.S. Securities & Exchange Commission.
Mr. Shaddock began his legal career in 1977 with the law firm of Turner, Hitchins, Webb, McInernery, Hartnett & Strother where he focused on business-related trials, general corporate work and real estate transactions until 1983.
Over the next two and a half decades, Mr. Shaddock concentrated on real estate development and settlement services, creating the largest Fee Title Network in the State of Texas from 1987 to 2006, and ultimately building a real estate empire that includes Shaddock Development Company (most notable developments: Willow Bend and Stonebriar), Capital Title of Texas (The Largest Independent Title Company in the United States), Willow Bend Mortgage Company (Top 15 Largest Metroplex Mortgage Lenders: Dallas Business Journal 2001-2007), the Shaddock Law Firm (specializing in the preparation of legal documents for title and residential mortgage lenders), and most recently First National Title Insurance Company (The 9th Largest Title Insurance Underwriter in the United States).
In addition to his professional accomplishments, Mr. Shaddock has earned numerous business and humanitarian awards, for both his business acumen and selfless work for the Dallas community as well as his alma maters.
Shelley Hill has been involved in the title industry for over thirty years, having started in 1977 after attending Stephen F. Austin State University. She specializes in both residential and commercial transactions.
Shelley’s clients appreciate her outgoing nature, her professionalism, and her prompt and efficient response to their needs. She understands the importance of helping everyone make the best impression possible.
Shelley is extremely interested and involved in her community, serving as a Director on the Board of the Dripping Springs Chamber of Commerce for five years and on the Board of the Dr. Pound Pioneer Farmstead Museum for three years, where she chaired their fundraising gala and helped it to achieve the most successful fundraising effort in more than six years.
When not closing transactions Shelley and her husband love spending time at their Hill Country home enjoying the beautiful view and entertaining. She also enjoys spending time with her son and his family, traveling and bicycling.
Tracy McMahon “Tracy” grew up Independence, Missouri. After completing her Bachelors in Science from Central Missouri State University in Warrensburg, Tracy took a position with Delhi Gas Pipeline (Delhi) in Dallas with a company she had interned with the prior summer. She was a member of Delhi’s Regulatory Department working with DOT, OSHA, RRC, EPA compliance as well as Phase 1 and 2 Environmental Assessments and Eminent Domain matters. Tracy worked full time while attending law school. She graduated from Texas Wesleyan School of Law, now known as Texas A&M School of Law, December, 1991 and passed the State Bar of Texas in May, 1992.
Tracy and her two children, Bailey, a freshman cheerleader, and Drew, a 2nd grader, who plays baseball and basketball, live in Frisco, Texas. Tracy was a fee attorney for American Title Company, later known as LandAmerica American Title, from 1998 until 2008 when she moved her fee relationship to Capital Title of Texas, LLC. Tracy was seeking a variety of underwriting options, broad county coverage and little interference from “corporate.” Tracy began closing transactions in 1998. Her business consisted of a wide variety of commercial, new construction, residential resale, and loan transactions.
Bill Shaddock asked Tracy to begin running Operations for Capital Title beginning October 2011. She is the Chief Operations Officer (“COO”) for Capital Title and a partner in Shaddock Law & Associates. While she has been with Capital Title, the company has grown from 24 to nearly 80 offices which cumulatively close approximately 35,000 transactions per year. She has restructured, or fully created new support departments and positions to maximize the cor operations support for the Company. Under Tracy’s leadership, Capital Title has grown to include the addition of arguably the best Policy Department in the State of Texas, and maybe in the industry. Capital Title has also experienced significant growth in the Escrow Accounting Department, which is as strong as anyone’s and is continuing to improve processes. Tracy has developed legal support, with the addition of attorneys in key support roles, for the Capital Title staff, as well as their clients and customers. She has worked with Title Operations to help build a 34 licensed county plant that turns 200+ orders daily. Tracy provides legal support and closer support personally to the staff of Capital Title.
Tracy seeks practical application and business-sense decisions, considering risk assessment and underwriting positions on specific transactions. Her gift is in problem solving, which pairs perfectly with her goal to get her closers to the closing table. Tracy is a TREC CE Certified Instructor, serves as a Trustee on the TLTA PAC Board, is a member of the TLTA Regulatory Committee, a licensed escrow officer with the Department of Insurance and a licensed attorney with the State Bar of Texas.
Samantha is an experienced escrow officer who began her career in the title industry right after graduating from the University of Texas in 2002. Starting as the receptionist, Samantha caught on quickly and was adeptly closing transactions in less than a year.
Well known for being reliable, professional, knowledgeable, and responsive, Samantha is also extremely personable, thorough, efficient, resourceful and a great team player. With a knack for thinking outside the box, Samantha finds ways to accommodate her clients’ needs so that everyone walks away from the closing table having enjoyed a great experience. She especially enjoys participating in residential purchases and always makes sure that it’s an exciting and positive experience for the home buyer.
Samantha is experienced in a broad range of closings including 1031 exchanges, investors, commercial and residential, builders, refinance, and construction loans. With over 35 years in the title industry, Dawn Neill is an outstanding senior escrow officer who is recognized for her extensive knowledge and professional expertise. Dawn began her career with Chicago Title/American Title where she served for over 22 years. She joined Capital Title eight years ago and serves as Senior Vice President.
As a native Texan, Dawn has an in-depth understanding of Texas title law. She specializes in both commercial, as well as residential transactions and is highly respected for her quality service, attention to detail and professionalism.
Jennifer received her B.A. and J.D. from Southern Methodist University. She is a member of the State Bar of Texas, the Dallas Bar Association, and Attorneys Serving the Community.
With extensive experience handling complex title issues in commercial and residential transactions, Jennifer has served as both a title company counsel and as partner at a Dallas-based law firm. The title business is in Kay Milligan’s blood. Kay is a third generation Texas title employee – her father and grandfather owned title companies in the Texas Panhandle, in Carson and Hutchinson counties. She has abstracted, examined and been a licensed Escrow Officer for 25 years.
In addition to growing up in the business, Kay has managed title companies for 2 of the nation’s largest homebuilders. She has closed everything from multi-million dollar, multi-county transactions to plain old lot sales.
Kay also spent many years as a Real Estate Broker. She has a unique ability to be pro-active and forward-thinking regarding real estate transactions. She sincerely cares about the work product she produces and the people she works with and for, her clients.
Kay and her husband, Terry, have lived in Georgetown for over twenty years. They have three wonderful children, two grandchildren and a large extended family that keeps them busy in their leisure time.
Terry is a fifth generation Austinite. He attended Westlake High School and McClennon Community College in 1983. At McClennon he played golf and his team won the National Junior College Champions. He then played golf for Texas Tech University from 1984-1987 and was named team captain in 1987. He graduated from Texas Tech in 1987 with a BBA in Marketing.
His sales career started in 1990 when he started selling property insurance. He then sold credit reports for thirteen years and then in 1997 Terry began his career in the title business.
The best part of Terry’s job is dealing with his clients and working with his co-workers. He enjoys that there are new challenges everyday and those challenges bring opportunities to succeed. It gives him great pleasure to help his clients help their clients be successful.
Terry is married to and has three wonderful children ages 10,15 and 19. He has enjoyed watching them play junior, high school and college sports. He has also coached youth baseball for fourteen years and was a great time to spend more time with his family. In his spare time he loves to hunt, fish and play golf. He has chaired the Texas Tech University Austin Alumni golf tournament for several years and also has helped with the AMBA golf tournament.
Kelley is a widely respected escrow officer who has formed very close relationships in the many years she has worked in the title community. Sandy was born in New York and moved to Texas in 1974. She spent her early years as a military brat which actually was a blessing as it taught her to adapt and make friends easily.
In 1983, Sandy got her first job in the title business typing commitments and policies and eventually worked her way into escrow. Sandy also worked in the mortgage business for a period of time as a funder and then soon returned to the title business.
Sandy is always focused on what is best for the client. She will always go above and beyond in order to make the transactions go as smooth as possible for everyone involved. Her dedication and experience in both title and mortgage are invaluable to her clients.
Sandy has two children, a high schooler, Justin, and her daughter, Jennifer. Sandy’s daughter is currently her assistant and is an awesome asset to Sandy’s team. Sandy is also the proud grandmother of three wonderful grandchildren.

Kevin has been a Houston/Kingwood resident for the past 35 years, calling Kingwood home for over 20 years. He was born in Beaumont, Texas and raised in Lafayette, Louisiana. He then traveled the United States with his parents who are in the ministry.

Scott moved to Dallas in 2000 to begin his professional career and has since accumulated nearly two decades of experience in the title industry ranging from developing and directing a National Commercial Services Operation to underwriting, lender’s counsel, training and education, title examination and acting as managing partner of a real estate document preparation service and law firm.
Scott is a certified instructor of accredited courses for both CE and CLE credit. He is an active pledge participant in Pro Bono Texas legal services with the Texas State Bar, and also a member of the 2020 TLTA Legislative Committee.
When time allows, Scott enjoys a fascinating range of eclectic hobbies and activities that include traveling abroad to visit ancient ruins, playing the guitar, and tail-gating at Tennessee Volunteers football games.
Stephanie got a head start on her career in the title insurance industry by working for a title company while she was still in high school in Pearsall, Texas. She continued this work after graduation and even while attending nursing school, but eventually recognized that she wanted to become an escrow officer and make title insurance her long-term career.
Stephanie is extremely success-oriented and enjoys leading her team by helping them grow - both personally and professionally. The way in which she genuinely cares for others is one of the traits that truly distinguishes Stephanie in her field. Phyllis is a veteran closer with more than 36 years of experience in the title industry and has been with Capital Title since 2016. After graduating from the University of Texas in 1981 with a Bachelors of Business Administration she started her career as an escrow assistant, until 1997 when she became an escrow officer.
Phyllis was born in Austin and raised in Gonzales, Texas. She has been a resident of Austin since 1979. Phyllis feels that being brought up in a small community is one of the reasons she enjoys interacting with people at the closing table, where she always strives to make people feel at home.

Michelle learned the title insurance business from the bottom up by starting as a receptionist in a fee office. She had an aptitude for the business, learned quickly and rapidly advanced to Escrow Officer.

Vicki Hoodwin, Escrow Officer, has made her career in the title business. A native of east Texas, Vicki was introduced to title transaction work in her hometown of Emory, Texas. In 1981, she moved to Dallas and continued to develop her career in the title insurance industry. Vicki closes commercial and residential real estate transactions, but her primary focus is Realtor generated business. Joe has been in the title business for 30 plus years. Heather obtained her B.S. in Biomedical Science from Texas A&M University in 1998 and her J.D. from Texas Wesleyan University School of Law in 2005. She is licensed by the State Bar of Texas.
Heather’s career focus has been on residential and commercial real estate transactions. Her practice includes litigation where she conducted all stages of plaintiff’s litigation in premises liability, auto accident, and wrongful death claims, as well as depositions, mediations, hearings, trial settings, brief and motion writing.
In addition to her experience working at two previous title companies, Heather also worked for the U.S. Small Business Administration as an attorney and closer. There she processed federally guaranteed mortgages to assist individuals and businesses in disaster recovery following Hurricane Katrina. She has also worked with bankruptcy trustees to achieve court approval for entities and individuals seeking federal funding for disaster assistance, advised borrowers regarding loan closing procedures and terms and conditions of the contract, and conducted legal review of mortgage documents to determine their compliance with the contract.
Heather is an outstanding escrow officer who has the education, knowledge and experience to ensure a smooth closing on every transaction. She maintains offices at both the Park Cities and Southlake office but is available for closings at any Capital Title location.

As the daughter of a custom home builder, Carri Holt acquired insider knowledge of the real estate industry from a very early age. She started working for her father on job sites in 1983 and literally learned the construction business from the ground up to the roof, as she mastered every aspect of construction, installation, and eventually even bidding on the jobs. Carri took so naturally to the business and demonstrated such a strong work ethic that after moving back to California, she eventually became a business owner herself doing installation of millwork and casework on custom homes, as well as remodels on restaurants and bars, courthouse and hospitals.

Allen Shindler has been working in the title insurance industry since the late 1980’s. His interest in the real estate industry started at an early age as his father began his own Houston brokerage and development company in 1957. He pursued these interests further after his college graduation from the University of Texas in 1981. He began work in construction and development before joining the title industry, where he gained experience in various aspects of the title insurance industry from business development to corporate facilities management and eventually earned his way into executive management positions.
As a principal in American International Real Estate, Mr. Shindler has been very active in the identification, evaluation and acquisition of commercial real estate assets including retail, apartments, manufactured housing communities, mini-storage and bank notes.
Mr. Shindler was a founding member and Chairman of the Board of Alliant National Title; a fast growing regional underwriter for several years. He has been a board member for the Texas Land Title Association (TLTA) and served on various committees for them. He actively participates in legislative issues relative to the title industry, demonstrating his commitment and willingness to be personally involved with industry concerns. Additionally, Mr. Shindler has served as a board member for Title Data, Inc. and was a founding board member of the AmeriPoint Foundation, a foundation created to support causes that benefit women and children across Texas. He is also currently serving on the board of Texas Center for the Missing, coordinator of the Houston Regional Amber Alert, a nonprofit organization dedicated to child safety education and to offering help, and hope, to the missing and their families. He has been an active member of River Oaks Country Club since 1979, a member of Memorial Drive Presbyterian Church, and has coached Little League sports for 27 years in Houston, Texas, where he resides with his wife, Mary, and their three children, Will, Mary Catherine and Dillon. When out of the office, Mr. Shindler is very active in real estate investing, cattle ranching, and enjoys hunting, fishing and golf.
Phillip, a Houston native, has lived in Montgomery County for the past thirteen years. He got his start in the title industry with American Home Shield, where he spent the last seven and a half years as an Account Executive. He was referred by one of the Directors there when they expanded the Houston market. Prior to that he worked for ten years with Silver Eagle Distributors in Houston as a Sales Specialist and Team Leader. His reputation in taking care of his client’s needs and expectations is what sets him apart from others in the industry. His tenure, experience in working with Real Estate Professionals, his humor and his relationship building skills has also helped him.
Phillip has been recognized with the American Home Shield 2005 National Rookie of the Year; 2006 Highest Closing Increase, Highest Targeted Office Closing Increase and Highest Percentage over of Budget Nationally; 2007 Highest percentage over Budget and 2005, 2006, 2007 and 2008 Presidents Circle of Excellence recipient. These were all National awards compared to over 140 account executives nationally. And on top of that he was the two time Team of the Year recipient at Silver Eagle Distributors.
Phillip has three daughters, Kayla, Karysa, and Gianna (the boss). On his free time, he enjoys anything outdoors involving camping, hunting, fishing, and sports but above all Phillip enjoys making people laugh.
Born and raised in Texas, Lisa grew up in the Houston and San Antonio areas. She is a five-year veteran of the title industry and was recognized in 2018 with the Capital Title Mentor Program award.
With an eye for detail, Lisa is known for taking care of the small things that make a big difference. She is passionate about helping people in all areas of her life, but most especially her clients. She is always available for their questions and puts everyone at the closing table at ease by walking them through the process step-by-step.
When not helping her clients, Lisa spends most of her spare time at the softball fields or basketball courts with her children.
Chris is a Dallas-Fort Worth native and currently resides in North Dallas. Chris started his career with the focus to migrate into the medical realm, to utilize his skills in advanced math and science studies. Being around Title Insurance all his life, Chris ultimately decided follow the lead of several close relatives, who have continuously held senior management positions across the industry. Having worked for major market competitors in his nearly 15 years of service in the Title Insurance Industry, Chris has chosen the Corporate Headquarters of Capital Title of Texas, LLC (Capital Title) as his professional platform.
Chris has an innate ability to deliver a high level of satisfaction as has been shown by his tremendous past success in the Title Insurance Industry. With incredibly early career accomplishments such as serving on the senior management team for a national title insurance service company, corporate compliance, loss mitigation & claims, he now oversees the daily operations of Corporate-Mitchell Region for Capital Title. His knowledge and experience is a valuable addition to Capital Title.
Chris is careful to ensure his unique skill set and knowledge is always made available to his clients, which attributes to an impeccable customer service satisfaction rating. He partially attributes his success to his ability to directly relate to every aspect of the title insurance industry. From his early years as an intern, to his more recent years in closing residential and major commercial multi-site pad development projects for various “Big Box” Retail and Technology chains, he has truly become the image of the next generation of Hybrid Title Insurance Professionals. Chris, in his volunteer efforts, has been involved in such organizations as March of Dimes Foundation, Habitat for Humanity, Susan G. Komen Foundation, Turtle Creek Association and MetroTex Young Professionals Network as their 2010 Director of Public Relations/Communications and the Frontiers of Flight Museum.
Barry has been practicing commercial real estate law since 1981 when he began his career with Locke, Purnell, Boren, Laney & Neely. He started out representing lenders making commercial loans for acquisition, development and construction. Later Barry represented developers of office buildings, shopping centers, apartments and condominiums. After working in-house for one of his clients, Barry established his own law practice to represent individuals and small businesses in real estate leasing and acquisitions. In 2016 Barry moved into the title insurance business in his hometown of Lubbock, but after a year he realized that he much preferred commercial sales, purchases and refinancing and returned to Dallas and Capital Title.
A true Texas native, Barry grew up in Lubbock, went to school in Austin, and has been in the Dallas area ever since. He received both his BBA degree (with highest honors) and his Doctor of Jurisprudence (with honors) from the University of Texas in Austin. He has been a member of the State Bar of Texas since 1981.
Barry is known for being responsive and persistent, as well as for his ability to analyze and cut through real estate legal issues to find solutions for his clients.
What Barry likes most about being an escrow officer is the cooperative effort that is required of all parties involved to get a transaction closed. He feels that his career in real estate law has given him the opportunity, “to meet a bunch of smart, nice people.”
When not working, Barry and his wife enjoy traveling to new places, especially historic sites, and music. Barry’s father had a chain of records stores in the 60s through the 80s and Barry worked there while he was in high school and college. He also enjoys playing golf.
Phil Hord has over twenty years of experience closing deals in the title business in both Texas and Tennessee. Phil is known for getting deals done regardless of how complex they may be and has closed thousands of commercial and residential transactions.
Phil grew up in Nashville, Tennessee and graduated with a Finance degree from the University of Tennessee in 1987. He graduated from the Nashville School of Law in 1992 and is a licensed attorney in Tennessee.
Phil began his career in the title business as an appraiser for the Davidson County Tax Assessor. He searched titles in the local courthouses around the middle Tennessee area while attending law school. This experience provided him with valuable fundamental knowledge about title work and helped him develop the skills and instincts necessary to become a great problem solver. Following law school, Phil worked as a sole practitioner and for Hallmark Title closing real estate transactions in the Nashville area before moving to Plano, Texas in 1997.
Since moving to Texas, Phil has worked for several title companies and has gained a wealth of knowledge from each experience. He believes Capital Title of Texas is positioned for limitless success and is the premier title company in the Dallas market. Phil is excited about being part of the Capital Title team and contributing to the company’s ongoing success.
Phil and his wife, Lynn, have been married for 21 years and are active members of Prestonwood Baptish Church. They have one son, Seth, who will attend Plano West this fall. Phil enjoys playing tennis and golf, and is a huge college football fan.
Charlotte brings more than fifteen years of title industry experience to Capital Title. Her dedication to providing the highest quality customer service has been the cornerstone of her career. She believes that communication with her clients will make for a smooth and enjoyable closing. Her greatest pleasure is to see the smile on her clients’ faces when they achieve the “American Dream” of home ownership.
Charlotte resides in Grapevine with her family. She enjoys reading, cooking and spending time with family and friends.
Bill made the transition from real estate to title insurance more than 25 years ago, and strongly feels that this move was the best decision of his career. Joanna is a respected title industry veteran with almost 40 years of experience in Fort Worth. She specializes in closing and underwriting commercial accounts with expertise in all aspects of commercial real estate transactions. She possesses an astute knowledge of the most delicate closings, including REO, corporate bankruptcies, mergers and acquisitions, national acount work-outs and multi-site/multi-state transactions.
Joanna has been recognized with numerous prestigious awards that include: Region 2 “Outstanding Young Title Person” by the Texas Land Title Association (TLTA) and the Life Time Achievement Award from CREW Fort Worth (Commercial Real Estate Women). She is also a two-time President of CREW Fort Worth and a two-time President of the Executive Women’s Golf Association (now known as the LPGA Amateur Golf Association).
Born in Waco, Texas, Deanna moved to San Antonio in 1994. She says that her more than twenty-year career in the title industry happened quite by accident while looking to make a career change in 2000.
Deanna is extremely well-rounded as a closer. She has gained valuable experience in foreclosure, relocation, new construction, refinance, residential, commercial, lot, short sale and farm and ranch transactions. A problem solver by nature, Deanna’s clients find that she goes above and beyond to insure a smooth transaction. She especially enjoys working with first-time homebuyers and takes extra measures to to ensure that they feel comfortable at their closing. Deanna loves the fact that in the title industry you are constantly learning and she enjoys great satisfaction from teaching new agents and passing that knowledge along.
Deanna has a son who is a recent high school graduate and is attending college locally. In her spare time, she enjoys taking advantage of all that the Texas Hill Country has to offer. Visiting wineries, hiking and catching local bands are always at the top of her To Do List. She is also passionate about animal rescue and volunteers as much as she can. She is passionate about helping others and is involved in her church where she hopes to participate this year in her first mission trip.
Barbara has been in the title industry for over 20 years. She began the first half of her career in Northern California after earning her Marketing degree from Santa Clara University. She started out in business development and eventually found her calling as an Escrow Officer.
Barbara moved to Houston in 2001 and she has been closing everything from residential real estate to large commercial transactions up to $250 Million. Her experience includes closing mobile home parks, large apartment complexes, shopping strips, storage facilities ,a hospital, and most recently the Lone Star brewery in San Antonio. She has worked closely with builders on custom homes as well as large land transactions all over the State of Texas.
Because Barbara started out in business development, her dedication to customer service has always been the basis of her work ethic. Emma began as a paralegal in Houston before moving to San Antonio to start her career in title insurance. She has now worked in the industry for over two years.

Emma grew up in Uvalde, a small town near San Antonio. She graduated from Texas Tech University with a Bachelor of Arts degree in University Studies. She enjoys exploring San Antonio and all that the city has to offer.
Kristine Garcia grew up in San Antonio and comes from a title background. She has been in the title industry for six years and is recognized for her positive attitude and ability to communicate. She is most passionate about building long-lasting relationships and bringing new ideas to life. Her main focus is communication and education, allowing for stress-free transactions on every closing.
Kristine’s personal passions include spending time with her family and being near the water.
With a passion and experience in real estate, Anh brings project management skills and knowledge from the Oil, Telecommunications, and IT Industry. Mary Helen grew up in Pearsall, Texas and moved to Ulvalde in 1977 where she graduated from Ulvalde High School before attending Durham’s Business College. Mary Helen credits the training that she received at Durham’s for setting her career on the right path.

Tracy began her career in the title industry in 2006. Her previous career experience in banking equipped Tracy with extensive knowledge of the lending industry, a fundamental component of the closing process. Originally from Virginia, Tracy made her way to Texas in 1990. She finally settled down in Prairie Lea, Texas in 2001 where she met her husband and currently resides.
