Bill Shaddock, is the owner and CEO of the Bill Shaddock Family of Companies and is a leading figure in the North Texas business community. He earned his BBA in Finance at TCU, his MBA in Real Estate at SMU and went on to earn his JD from Baylor Law School. He subsequently joined a downtown Dallas law firm. Shaddock left the practice of law in 1983, to team with his brother, Peter, in the real estate business. Together they started Shaddock Development Co, which is now one of the most prolific real estate businesses in North Texas.
Bill remains an active partner in Shaddock Development Co. along with his brother Peter and sons, William and Andrew. Additionally, Bill is an accomplished entrepreneur, having founded a collection of businesses known as The Bill Shaddock Family of Companies. These include Capital Title of Texas (the Largest Independent Title Company in the United States), Shaddock National Title Holdings (collection of title companies across the United States), First National Title Insurance Co. (the 9th Largest Title Underwriter in the United States) and Willow Bend Mortgage Company.
Shaddock’s many professional and personal accomplishments include business and humanitarian recognition and awards for exemplary best-practices and selfless work effort in the Dallas community and at his alma maters. Bill is also a dedicated family man, taking great joy in spending time with his wife, three children and 4 beautiful granddaughters.
Tracy McMahon “Tracy” grew up in Independence, Missouri. After completing her Bachelors in Science from Central Missouri State University in Warrensburg, Tracy took a position with Delhi Gas Pipeline (Delhi) in Dallas with a company she had interned with the prior summer. She was a member of Delhi’s Regulatory Department working with DOT, OSHA, RRC, EPA compliance as well as Phase 1 and 2 Environmental Assessments and Eminent Domain matters. Tracy worked full-time while attending law school. She graduated from Texas Wesleyan School of Law, now known as Texas A&M School of Law, December 1991 and passed the State Bar of Texas in May 1992.
Tracy and her two children, Bailey and Drew, live in Frisco, Texas. Tracy was a fee attorney for American Title Company, later known as LandAmerica American Title, from 1998 until 2008 when she moved her fee relationship to Capital Title of Texas, LLC. Tracy was seeking a variety of underwriting options, broad county coverage and little interference from “corporate.” Tracy began closing transactions in 1998. Her business consisted of a wide variety of commercial, new construction, residential resale, and loan transactions.
Bill Shaddock asked Tracy to begin running Operations for Capital Title beginning October 2011. She is the Chief Operations Officer (“COO”) for Capital Title and a partner in Shaddock Law & Associates. While she has been with Capital Title, the company has grown from 24 to over 100 offices which cumulatively close approximately 35,000 transactions per year. She has restructured or fully created new support departments and positions to maximize the core operations support for the Company. Under Tracy’s leadership, Capital Title has grown to include the addition of arguably the best Policy Department in the State of Texas, and maybe in the industry. Capital Title has also experienced significant growth in the Escrow Accounting Department, which is as strong as anyone’s and is continuing to improve processes. Tracy has developed legal support, with the addition of attorneys in key support roles, for the Capital Title staff, as well as their clients and customers. She has worked with Title Operations to help build a 34 licensed county plant that turns 200+ orders daily. Tracy provides legal support and closer support personally to the staff of Capital Title.
Tracy seeks practical application and business-sense decisions, considering risk assessment and underwriting positions on specific transactions. Her gift is in problem-solving, which pairs perfectly with her goal to get her closers to the closing table. She has the resources in place to provide the greatest amount of support to closers, new and existing.
Tracy is a TREC CE Certified Instructor, serves as a Trustee on the TLTA PAC Board, is a member of the TLTA Regulatory Committee, a licensed escrow officer with the Department of Insurance, and a licensed attorney with the State Bar of Texas.
Mara began her career in the residential title insurance industry more than two and a half decades ago, where she owned and operated her own title company in Florida. She joined First National Title Insurance as Florida Underwriting Counsel, working closely with
title agents across the state. Later, Mara transitioned into commercial underwriting, joining a national team that managed and closed complex, multi-million dollar commercial transactions.
Admitted to the Florida State Bar in 1999, Mara has a diverse background in real property law. She served as a Mediator in residential foreclosure cases, litigated title issues, and represented Community Associations. She is recognized for her talent in finding resolutions to challenging issues, often crafting creative solutions and ensuring a successful outcome even in extremely complicated and difficult situations. Mara is known for her tenacity in finding a way to say "yes" when others might say "no."
Beyond her professional achievements, Mara is passionate about mentoring the next generation in the title industry and enjoys motivating others to surpass their goals. In her free time, she volunteers as legal counsel for a non-profit organization dedicated to
providing sober-living housing for military veterans.
Mara cherishes family time with her three sons and enjoys exploring the Dallas-Fort Worth area.
Jennifer received her B.A. and J.D. from Southern Methodist University. She is a member of the State Bar of Texas, the Dallas Bar Association, and Attorneys Serving the Community.
With extensive experience handling complex title issues in commercial and residential transactions, Jennifer has served as both a title company counsel and as partner at a Dallas-based law firm. Her commerical real estate experience is vast and we look forward to her assisting Capital Title’s escrow officers and clients by delivering excellence in legal services. Tiffany Hanzik McAllister
Attorney, CESP, CTIP
Tiffany is a graduate of Texas Wesleyan University, Texas A&M School of Law, and she also has a Master’s degree in Dispute Resolution from Southern Methodist University.
Prior to joining the title industry, Tiffany’s experience included corporate immigration, civil litigation, and oil and gas. Her experience in title extends well beyond the closing table and legal team, as she was previously involved in a start-up title company where she quickly learned all facets of the industry including exam, accounting, and regulatory requirements. Her background in the Oil & Gas industry also gives her valuable title exam experience. She’s a Texas Real Estate Commission (TREC) Instructor and also holds professional designations as a Certified Escrow Settlement Professional and Certified Title Insurance Professional.
Tiffany enjoys helping build business for the company by teaching classes to agents and providing amazing customer service through her legal and title expertise.

Joe Kimball is a former trial lawyer who currently lives and practices in Fort Worth, Texas. Joe received his B.A. from the University of Texas at Arlington and his J.D. from Texas Wesleyan University in 2005. He was admitted to Texas State Courts and the U. S. District Court, Northern District of Texas in 2005, and the U. S. Supreme Court in 2011. His areas of practice include real estate, oil and gas, and probate.
Prior to becoming an attorney, Joe graduated from the Texas Christian University Ranch Management Program in 1985 and spent approximately 15 years in multiple phases of the cattle business.
He has three children; two girls and one boy, the oldest, a practicing DVM, the middle will be attending the University of Arkansas in the fall and the youngest is a rising Sophomore at Fort Worth Country Day school.
He spends his off-hours pursuing big game across the western U. S., upland bird hunting with his two British Cocker Spaniels, and fishing.
Edward Lange is a distinguished attorney, holding licenses to practice law in both Texas and Colorado. Specializing in real estate and title insurance law, he brings over two decades of experience to Capital Title. Beyond assisting clients with their real estate transactions, Ed is also a licensed TREC (Texas Real Estate Commission) instructor, serving as a valuable resource and educator. He has also generously given of his time as a TLTA Institute committee member.

Susan worked for over ten years for a Tier 1 ranked national law firm. Her primary area of experience is in business litigation. Additionally, Susan has experience in real estate, personal injury defense, banking and finance, corporate, and employment law. Throughout her career, Susan’s main accomplishments are her attention to detail, information analysis, and research capabilities. In addition to working on an extensive project regarding underpaid oil and gas royalties to multiple plaintiffs, Susan’s research into a client’s dispute regarding three years of billing enabled the firm to collect over 85K in unpaid fees.
Susan has four amazing children and eight wonderful grandchildren (and counting) who live in the Dallas/Fort Worth area and in San Angelo, Texas. The Christmas gift list is long and getting longer!
Susan’s favorite free-time activities are camping, horseback riding, kayaking, and dragon boating. She is the current president of the Breast Cancer Survivor Dragonboat Team - Breast of Texas, Lake Grapevine, Texas. The team went to Florence, Italy in 2018 to participate in the International Breast Cancer Paddler’s Commission Dragon Boat Festival where Breast Cancer survivors from all over the world met and competed during four days of racing, camaraderie, and fun.
Barry has been practicing commercial real estate law since 1981 when he began his career with Locke, Purnell, Boren, Laney & Neely. He started out representing lenders making commercial loans for acquisition, development and construction. Later Barry represented developers of office buildings, shopping centers, apartments and condominiums. After working in-house for one of his clients, Barry established his own law practice to represent individuals and small businesses in real estate leasing and acquisitions. In 2016 Barry moved into the title insurance business in his hometown of Lubbock, but after a year he realized that he much preferred commercial sales, purchases and refinancing and returned to Dallas and Capital Title.
A true Texas native, Barry grew up in Lubbock, went to school in Austin, and has been in the Dallas area ever since. He received both his BBA degree (with highest honors) and his Doctor of Jurisprudence (with honors) from the University of Texas in Austin. He has been a member of the State Bar of Texas since 1981.
Barry is known for being responsive and persistent, as well as for his ability to analyze and cut through real estate legal issues to find solutions for his clients.
When not working, Barry and his wife enjoy traveling to new places, especially historic sites, and music. Barry’s father had a chain of records stores in the 60s through the 80s and Barry worked there while he was in high school and college. He also enjoys playing golf.
Victoria is a graduate of the University of Alabama and earned her Juris Doctorate from the Baylor University School of Law.
Prior to joining Capital Title, Victoria was the Leadership Associate for Associate Dean Leah Jackson Teague at Baylor Law School.
A lifelong Texan, Victoria has always had a passion for people and real estate. As Texas Real Estate Commission Instructor, Victoria regularly teaches continuing education classes to realtors across the state.
When not in the office, Victoria enjoys keeping up with Texas politics, watching college football, and spending time outdoors, hunting or fishing.
Sibyl S. Winchester
After earning her undergraduate degree at the University of Dallas in 2012, Sibyl worked at a mortgage servicing company, drafting loss mitigation workouts including loan forbearance, short sales, deed-in-lieu and loan modification agreements. She went on to attend law school in Chicago at DePaul University College of Law, graduating in 2017. While in law school, Sibyl completed a judicial externship with the Circuit Court of Cook County's Chancery Division, where she continued to pursue her interest in Real Estate Law, reviewing judgments of foreclosure, and case files involving various real estate matters. As an attorney at Capital Title since 2018, Sibyl handles title claims and advises closers on authority documents, escrow agreements, and escrow and compliance issues.
In her free time, Sibyl enjoys traveling, happy hours, and spending time with her family and friends.
Evelyn earned her B.A. degree from Rice University in 1988, and her J.D from The University of Houston Law Center in 1992. Evelyn is a member of the State Bar of Texas, the Houston Bar Association and the Northeast Harris County Bar Association. Evelyn is also a licensed Texas Escrow Officer.
Evelyn joined the title insurance business in 2019 and Capital Title in April, 2021. During her first year with Capital Title, Evelyn gained invaluable experience working as an Escrow Officer in its Kingwood office. In April, 2022 she moved to Capital Title’s Legal Team.
Prior to joining Capital Title, Evelyn enjoyed working as an attorney for several Houston law firms. Her practice was focused on commercial real estate and financial transactions, representing real estate investors and developers in purchases/sales of unimproved and improved real property and financial institutions in loans secured by real estate or other assets.
Evelyn grew up in Kerrville, Texas. She still loves visiting the Texas Hill Country, cheering on her Rice Owls, live music and spending time with friends and family. Evelyn and her two daughters live in Kingwood, Texas.
