Bill Shaddock, is the owner and CEO of the Bill Shaddock Family of Companies and is a leading figure in the North Texas business community. He earned his BBA in Finance at TCU, his MBA in Real Estate at SMU and went on to earn his JD from Baylor Law School. He subsequently joined a downtown Dallas law firm. Shaddock left the practice of law in 1983, to team with his brother, Peter, in the real estate business. Together they started Shaddock Development Co, which is now one of the most prolific real estate businesses in North Texas.
Bill remains an active partner in Shaddock Development Co. along with his brother Peter and sons, William and Andrew. Additionally, Bill is an accomplished entrepreneur, having founded a collection of businesses known as The Bill Shaddock Family of Companies. These include Capital Title of Texas (the Largest Independent Title Company in the United States), Shaddock National Title Holdings (collection of title companies across the United States), First National Title Insurance Co. (the 9th Largest Title Underwriter in the United States) and Willow Bend Mortgage Company.
Shaddock’s many professional and personal accomplishments include business and humanitarian recognition and awards for exemplary best-practices and selfless work effort in the Dallas community and at his alma maters. Bill is also a dedicated family man, taking great joy in spending time with his wife, three children and 4 beautiful granddaughters.
Tracy McMahon “Tracy” grew up in Independence, Missouri. After completing her Bachelors in Science from Central Missouri State University in Warrensburg, Tracy took a position with Delhi Gas Pipeline (Delhi) in Dallas with a company she had interned with the prior summer. She was a member of Delhi’s Regulatory Department working with DOT, OSHA, RRC, EPA compliance as well as Phase 1 and 2 Environmental Assessments and Eminent Domain matters. Tracy worked full-time while attending law school. She graduated from Texas Wesleyan School of Law, now known as Texas A&M School of Law, December 1991 and passed the State Bar of Texas in May 1992.
Tracy and her two children, Bailey and Drew, live in Frisco, Texas. Tracy was a fee attorney for American Title Company, later known as LandAmerica American Title, from 1998 until 2008 when she moved her fee relationship to Capital Title of Texas, LLC. Tracy was seeking a variety of underwriting options, broad county coverage and little interference from “corporate.” Tracy began closing transactions in 1998. Her business consisted of a wide variety of commercial, new construction, residential resale, and loan transactions.
Bill Shaddock asked Tracy to begin running Operations for Capital Title beginning October 2011. She is the Chief Operations Officer (“COO”) for Capital Title and a partner in Shaddock Law & Associates. While she has been with Capital Title, the company has grown from 24 to over 100 offices which cumulatively close approximately 35,000 transactions per year. She has restructured or fully created new support departments and positions to maximize the core operations support for the Company. Under Tracy’s leadership, Capital Title has grown to include the addition of arguably the best Policy Department in the State of Texas, and maybe in the industry. Capital Title has also experienced significant growth in the Escrow Accounting Department, which is as strong as anyone’s and is continuing to improve processes. Tracy has developed legal support, with the addition of attorneys in key support roles, for the Capital Title staff, as well as their clients and customers. She has worked with Title Operations to help build a 34 licensed county plant that turns 200+ orders daily. Tracy provides legal support and closer support personally to the staff of Capital Title.
Tracy seeks practical application and business-sense decisions, considering risk assessment and underwriting positions on specific transactions. Her gift is in problem-solving, which pairs perfectly with her goal to get her closers to the closing table. She has the resources in place to provide the greatest amount of support to closers, new and existing.
Tracy is a TREC CE Certified Instructor, serves as a Trustee on the TLTA PAC Board, is a member of the TLTA Regulatory Committee, a licensed escrow officer with the Department of Insurance, and a licensed attorney with the State Bar of Texas.
Mara began her career in the residential title insurance industry more than two and a half decades ago, where she owned and operated her own title company in Florida. She joined First National Title Insurance as Florida Underwriting Counsel, working closely with
title agents across the state. Later, Mara transitioned into commercial underwriting, joining a national team that managed and closed complex, multi-million dollar commercial transactions.
Admitted to the Florida State Bar in 1999, Mara has a diverse background in real property law. She served as a Mediator in residential foreclosure cases, litigated title issues, and represented Community Associations. She is recognized for her talent in finding resolutions to challenging issues, often crafting creative solutions and ensuring a successful outcome even in extremely complicated and difficult situations. Mara is known for her tenacity in finding a way to say "yes" when others might say "no."
Beyond her professional achievements, Mara is passionate about mentoring the next generation in the title industry and enjoys motivating others to surpass their goals. In her free time, she volunteers as legal counsel for a non-profit organization dedicated to
providing sober-living housing for military veterans.
Mara cherishes family time with her three sons and enjoys exploring the Dallas-Fort Worth area.

Through his hard work some amazing opportunities have come his way, and Kevin always say’s “Capital Title has become what it is today because of the amazing employees with whom he has been so blessed to surround himself. Kevin has been a Houston/Kingwood resident for the past 35 years, calling Kingwood home for over 20 years. He was born in Beaumont, Texas and raised in Lafayette, Louisiana. He then traveled the United States with his parents who are in the ministry.
Kevin tries his best to have a healthy balance between family & work. In addition to spending time with his three beautiful children, McKenzie, Hunter and London, he is an avid outdoorsman. He enjoys playing baseball, football, water skiing, fishing and hunting.
Joanna is a respected title industry veteran with almost 40 years of experience in Fort Worth. She specializes in closing and underwriting commercial accounts with expertise in all aspects of commercial real estate transactions. She possesses an astute knowledge of the most delicate closings, including REO, corporate bankruptcies, mergers and acquisitions, national acount work-outs and multi-site/multi-state transactions.
Joanna has been recognized with numerous prestigious awards that include: Region 2 “Outstanding Young Title Person” by the Texas Land Title Association (TLTA) and the Life Time Achievement Award from CREW Fort Worth (Commercial Real Estate Women). She is also a two-time President of CREW Fort Worth and a two-time President of the Executive Women’s Golf Association (now known as the LPGA Amateur Golf Association).
Tiffany Hanzik McAllister

Tiffany is a graduate of Texas Wesleyan University, Texas A&M School of Law, and she also has a Master’s degree in Dispute Resolution from Southern Methodist University.
Prior to joining the title industry, Tiffany’s experience included corporate immigration, civil litigation, and oil and gas. Her experience in title extends well beyond the closing table and legal team, as she was previously involved in a start-up title company where she quickly learned all facets of the industry including exam, accounting, and regulatory requirements. Her background in the Oil & Gas industry also gives her valuable title exam experience. She’s a Texas Real Estate Commission (TREC) Instructor and also holds professional designations as a Certified Escrow Settlement Professional and Certified Title Insurance Professional.
Tiffany enjoys helping build business for the company by teaching classes to agents and providing amazing customer service through her legal and title expertise.

A native Texan, Sheila graduated from Baylor University with a BBA in Accounting and received her MBA from Amber University as a CPA. She is a member of Highland Park United Methodist Church and the Women’s Council of Realtors Dallas.
Sheila has 37 years of experience in real estate as a regional leader for a major home warranty company, with a concentration on major real estate accounts and corporate offices in Park Cities, Dallas, Carrollton, and Flower Mound.
Blessed beyond belief with three beautiful daughters, a granddaughter, and a husband of 28 years, Sheila is very excited and honored to be at Capital Title of Texas.
Cindy Mokry is a seasoned professional with over 15 years of experience in the title industry. Hailing from a small town of Paducah, Texas, and a graduate of Texas Tech, Cindy holds true to her small town values and roots, which infuse her work with integrity, honesty, and a strong sense of community.
Cindy is currently serving as the Vice President of Sales Operations for Austin and San Antonio at Capital Title of Texas. With her extensive expertise in not only the title business but also in real estate, Cindy brings a comprehensive understanding of the intricacies of the industry to her role. She leverages her deep knowledge of real estate transactions to provide invaluable guidance and support to her clients, helping them navigate the complexities of the process with confidence and ease.
In her free time, Cindy enjoys spending time outdoors with her family, traveling, and exploring the vibrant culture and culinary scene of Austin and San Antonio.
Victoria is a graduate of the University of Alabama and earned her Juris Doctorate from the Baylor University School of Law.
Prior to joining Capital Title, Victoria was the Leadership Associate for Associate Dean Leah Jackson Teague at Baylor Law School.
A lifelong Texan, Victoria has always had a passion for people and real estate. As Texas Real Estate Commission Instructor, Victoria regularly teaches continuing education classes to realtors across the state.
When not in the office, Victoria enjoys keeping up with Texas politics, watching college football, and spending time outdoors, hunting or fishing.
Shelley Hill has been involved in the title industry for over thirty years, having started in 1977 after attending Stephen F. Austin State University. She specializes in both residential and commercial transactions.
Shelley’s clients appreciate her outgoing nature, her professionalism, and her prompt and efficient response to their needs. She understands the importance of helping everyone make the best impression possible.
Shelley is extremely interested and involved in her community, serving as a Director on the Board of the Dripping Springs Chamber of Commerce for five years and on the Board of the Dr. Pound Pioneer Farmstead Museum for three years, where she chaired their fundraising gala and helped it to achieve the most successful fundraising effort in more than six years.
When not closing transactions Shelley and her husband love spending time at their Hill Country home enjoying the beautiful view and entertaining. She also enjoys spending time with her son and his family, traveling and bicycling.
Mel John is President of National Commercial Services – Capital Title of Texas, LLC. where he directs the Commercial Team for this office and actively seeks new business opportunities.
As a title industry leader in the booming Dallas economy from 1973 till today, Mel has been involved in sales and construction transactions with the major developers of commercial properties from high-rise office buildings in Dallas and Fort Worth to multifamily and industrial properties throughout Texas and the Nation.
Born and raised in Stockton, California, Mel had easy access to the exciting world of sports and outdoor athletics. From high school football and baseball to summers surfing in Ensenada and Santa Cruz, snow skiing at Tahoe, ranching in the San Joaquin Valley with his grandfather, and even traveling to Sicily on a cattle boat, Mel’s teenage years were filled with sports and adventure.
In the mid 1960’s, Mel attained the rank of Sargent in the US Army, 101st Airborne Division, Ranger, Recondo and jump qualified with a tour to ski in the Swiss Alps in Obersalzberg, Berchtesgaden, Germany.
Returning to California with his young family, Mel attended the University of California – Los Angeles and obtained his degree in marketing and finance. The first 23 years of Mel’s title industry career began with Title Insurance & Trust in California. After multiple assignments to open new title operations in various states, Pioneer Title brought Mel to Texas where he later became Senior Vice President and Southwest Division Manager for TICOR Title.
Before joining Capital Title, Mel served as Senior Vice President for Title Partners, LLC/Chicago Title. During his 50-year career, Mel held senior management positions in Dallas including Senior Vice President of the Commercial Division for Commerce Title Company, Senior Account Manager for LandAmerica, and President of Safeco Land Title.
Mel has been an active member of industry related organizations including the Texas Land Title Association and The Real Estate Council. He has served on councils for ULI - the Urban Land Institute, and various Forums for NAIOP - National Association of Industrial and Office Parks. Mel also served for 22 years as a Board Director for the American Red Cross and chairman of Swing for Relief – the Red Cross Golf Tournament.
Mel and Donna Vaughan were married in 1982, and with their two children Patrick and Tamara, have 10 grandchildren and 2 great-grandsons. On most weekends, raising hay and cattle on their 213-acre ranch East Texas returns them to the activities of loving family life and the land in their Texas home.
Ken is a native Texan and a 20-year title industry veteran. He has worked the title side of the business, leading title plants, for the majority of his career and understands the process from start to finish. He has seen ample transactions over the years and has gained the knowledge and experience necessary to solve even the most complex of title issues.
Systems Administration and Integration. Compliance and Underwriting are chief among Ken's strong points. He looks forward to working with new clients and establishing workflows based on their processes.
Ken is most passionate about his contributions when assisting Closers, Realtors, Borrowers, Buyers, and Sellers to overcome obstacles and get deals done!
With over 35 years in the title industry, Dawn Neill is an outstanding senior escrow officer who is recognized for her extensive knowledge and professional expertise. Dawn began her career with Chicago Title/American Title where she served for over 22 years. She joined Capital Title eight years ago and serves as Senior VP.
As a native Texan, Dawn has an in-depth understanding of Texas title law. She specializes in both commercial, as well as residential transactions and is highly respected for her quality service, attention to detail and professionalism.
Jeff Patman has had a long and successful career in the world of corporate real estate spanning over 20 years. He is recognized for his exceptional ability to serve the diverse needs of clients from all across the nation. His expertise lies in meticulously analyzing market trends and solutions while effectively leading a team that provides outstanding service for all commercial title needs, both in Texas and across the nation. Jeff's career is distinguished by his disciplined work ethic and a strong commitment to ensuring that each client is well taken care of.
Additionally, Jeff is a member of SIOR, which stands for the Society of Industrial and Office Realtors. This is a professional organization that represents individuals who have demonstrated excellence in the field of industrial and office real estate.
On a personal note, Jeff is a devoted father and husband, emphasizing his commitment to family. He is also a proud graduate of TCU, Texas Christian University, which suggests his dedication to education and personal growth.
Kristy Santelia is the Texas Director of Escrow and Operations and President of the Austin and San Antonio Regions for Capital Title of Texas. She has over 20 years’ experience in the title industry with a diverse background and training in all areas of title insurance including examination, escrow, and operations. She is committed to providing exceptional service through a solution-oriented approach to facilitate even the most complex transactions.
Kristy is a proud veteran of the United States Air Force, and she credits her leadership style to skills developed while serving. The Air Force core values are guiding principles for her today – integrity first, service before self and excellence in all we do. Kristy is a servant leader, and her passion is creating a professional environment conducive to both personal and professional growth for all team members.
Kristy earned her Bachelor of Science in Business and Master of Business Administration from Bellevue University. A lifelong learner, she continues to study business and technology and is always searching for a better way to serve her team and their customers.
Kristy is a native Houstonian and has been an active member in the Texas Land Title Association for many years. She currently serves on the Land Title School Executive Committee and the Certification Committee. Additionally, she is a member of the FBI Citizens Academy Alumni Association, a member of InfraGard and serves her community through volunteering with Team Rubicon and the Houston Livestock Show and Rodeo.
Caroline Shaddock grew up around the real estate industry and because of that exposure, possesses an innate entrepreneurial spirit, and personally demonstrates the family-business culture for which Shaddock Companies people are well-known. Caroline is currently living in the Dallas area near her family.
Caroline was born and raised in Plano where she participated in dance and soccer and was a member of the National Honors Society and National Charity League. She graduated from Southern Methodist University in 2012 with a Bachelor of Science in Economics with Financial Applications and a Minor in Psychology. At SMU she participated in Theta Sorority and CASA. After college, Caroline worked at Willow Bend Mortgage, Shaddock Homes Design Center, and Shaddock Development.
What Caroline values: building relationships, her current role in the company, volunteering in the community, organizing support efforts, and collecting donations for local needs. What she most enjoys is working with clients, exploring the exciting world of real estate business, and making deals!

Fran began her career in the title industry shortly after moving to Texas in 1999. She has had the privilege of working with many of the top title people in the New Braunfels/Canyon Lake market for over fifteen years.
Fran prides herself in making herself available to her clients with her ability to answer many questions concerning the procedures and issuance of title insurance. She believes in taking advantage of every opportunity to learn new ideas and regulations, in order to be prepared for those questions. Fran is very proud of a class she created entitled "Boot Camp" for new and seasoned agents, which teaches them about our industry and she has received very successful results in recruiting new agents.
As part of her role in business development, she is very involved with the Women's Council of Realtors and has held multiple leadership roles with the Hill Country Chapter. Joining the organization in 1999, Fran has been a part of its evolution.
In her spare time, family is Fran's number one priority, spending time with her husband and their four children. They rate visiting the two Disney parks and taking trips to Galveston as their most favorite vacation destinations.
